Same on Debian, I suppose. Or at least I think I told
Andreas about it.

It already is.

In that case you should use "System fallback" as is
explained in the config file.

I am not fully adverse to changing all this again but it
should have a very coherent argumentation to it, offer
demonstrable benefit, and best be documented, too.
