There are a few. Probably the best of them which is still getting ongoing development is ESpeak. Almost any major distro should have it. There is also Festival which seems to no longer be actively developed. ESpeak has support for many more languages and can directly produce speech as well as writing to a wave file. Many people don't like the voice, but it's not bad once you get used to it.
