Cfengine sources

I have been asked to provide up to date snapshots of code as tar
files. These are now available at the developers pages of the
web site http://www.cfengine.org

I will create a CVS repository after the next major version of 
cfengine, after which time my involvement in development will
be reduced.

I shall shortly be releasing cfengine 2.1.5 with some minor
bug fixes and some source code cosmetic changes, including
conversion to ANSI function declarations.
