[h-e-w] emacs 21 binaries

hello,
Can someone point to a HTTP url where i can download
emacs 21 built for win 98/2k etc? I dont have ftp access
and a compiler to build it on my own. The Gnu mirrors I tried
so far were either unreachable or didn't have the binaries yet.
As soon as one appears can soeone post the link?
