This is exactly what the setup program for Emacs+EmacsW32 (or EmacsW32 only) can do for you under "File type associations".
There is one little difference though. The setup program puts quote around the full path to emacsclientw.exe:
"C:\Program Files\Emacs\Emacs\bin\emacsclientw.exe" -n "%1"
