[Help-gnu-radius] one problem with realming

I have following problem:

I have one radius Server who should realm the domain @example.de:
There are two servers with the user information of @exampele.de:

Radius Server 1
Radius Server 2

If Radius Server 1 is unavailable I want that the realming Server sends the 
requests to Radius Server 2.

 
Radius Server who 
realms @example.de
 ----
 |  |-------------------------------Radius Server 1
 |  |
 |  |
 |  |-------------------------------Radius Server 2
 ----

Is this constellation possible, and if yes, how it ist possible?
