This would work assume I had control of both Radius servers, which I
don't.


What I need is more like:

DEFAULT Auth-Type = Local,
        Password-Location = SQL
        Fall-Through

DEFAULT Next-Server = xxx.xxx.xxx.xxx

or something like that, so when it fails it tries the next server down
the line.
