You've decided against pserver, but anyway your errors trying to access
/root/.???? are probably the extremely FAQ about running CVS on a Linux box.
Apparently inetd on Linux sets some environment variables which cause
problems to CVS.  You can search the archives for any number of questions on
this issue.  Similary for the rest of your pserver questions.  I believe
(hope) that the documentation/FAQ is being updated to clarify all these
