While you are quite right that this feature was never backported
to branch-1-5, is there any technical reason why it shouldn't be?

The bug where using libtool without autoconf will fail if there
is no install-sh in the project tree is still present on this
branch otherwise, no?  Caveat:  I have barely paid attention to
this branch in the better part of a year :-(
