It was backported and subsequently backed out.  Upon _your_ request.

Well, you explicitly told me not to include this feature in branch-2-0.
I inferred that branch-1-5 should be de-stabilized no more than 2-0, so
I backed it out.  I did leave in the documentation update, which states
that the non-Automake user can copy `install-sh' from
$prefix/share/libtool/ into his tree (and that he needs it).

What more could you possibly want?
