Is mf.base transferable between systems? I guess what I mean is, can someone
send me a copy?

Metafont is included in MiKTeX, however, I'm not sure
if the command interface is identical to that in teTeX.
As Jan usually says, the cygwin installation of Lilypond
will be much simpler the day all of teTeX is ported to cygwin.
