Try searching the mailing lists for a discussion about \RemoveEmpty... 
and
lyrics; I have a vague recollection it happening a few months ago.  In 
addition,
isn't \RemoveEmpty supposed to remove R2 (rests) ? I didn't think it
removed s2 ("spacer" rests).  Try changing your "s" to "R".

Finally, if you think you have found a bug, try experimenting with a 
very
small example, and send that small example if you believe it 
demonstrates
a bug.  I can't really tell what you're trying to do below.
