Not sure what OS you're on, but Cygwin installs utility 'dos2unix'
scripts that you can run on a file.

Alternately, 'notepad' replacements generally treat
encodings/line-endings sanely. Specifically on XP I use notepad++,
which has a 'Convert to Unix line endings' function.

Presumably, once you attach the .patch file it is 'binary data' and no
FTP-style line ending/encoding mangling should happen
