Well, since there's no such thing as 
  /learning/pictures/
it's not suprising that it's not found.  BTW, I'm certain that the
html doesn't reference file:/// like that.  What the HTML source
say?  I'm guessing it's
  pitcues/context-example.jpg
but it might just be
  ../learning/pictures/
or something like that.

Ok, then look at Documentation/pictures/GNUmakefile to see why
alternate image formats aren't being generated.

... oh, it's possible that we're not supposed to create a jpg
manually.  In fact, this sounds quite reasonable to me... texinfo
can probably take a .eps image as input and produce the
appropriate output for various formats (jpg for html, included in
pdf for tex, whatever happens for info).

So maybe the next step should be to create a minimal texinfo file
that includes context-eample.eps, and see what happens when you
generate different types of output from that.
