Those commands are sufficient.

That said, I would not recommend distclean.  Just delete the
build/ dir entirely when you want to clean it up.

It appears that lilypond/translate is broken.  Whoever did the
last merge with stable/2.14 did not check that it worked
correctly.

What happens if you try
  out/bin/lilypond ../input/regression/midi/key-initial.ly
?
