Although I suspect this will be difficult, since there are no organisations or business entities (AFAIK) associated with Lilypond. I would be happy to offer to do this personally - I'm a Fellow of the Institution of Engineering
and Technology, and ex-CTO at BT labs and Director of Engineering at
Motorola, so could quote those as indicators of ability to endorse your
cousin?

If you'd be able to sign this certificate "in the name" (i'm not sure
what the correct legal term is) of the Institution of Engineering and
Technology (or Engineering Department at Motorola), that would
certainly do.  If not, it may not be enough.

I certainly couldn't reference Motorola except as a past employer. I'm a member of the IET, not a representative, and so I don't think I could sign in a representative capacity.
