NCSB fonts are standard PS fonts. In my system, the files are
/usr/share/fonts/type1/gsfonts/c059013l.afm
/usr/share/fonts/type1/gsfonts/c059013l.pfb
etc, that come with the required gsfonts package, which ghostscript depends on.
