Quarter Note Support for All Languages etc.

Hello all,

I've prepared a patch introducing full quarter note support for all
currently existing LilyPond languages.
MusicXML import has also been adapted accordingly and was successfully
tested with all of the notes in all in all of the languages.
The Documentation/notation/*/pitches.itely files have all been updated and
unified with consistent "Note names in other languages" tables. All remarks
referring to missing quarter tone names in some languages have been removed.

Further question about language naming:

Rather than English names (Dutch, German, Italian...), we are using country
specific proper names (nederlands, deutsch, italiano, ...).

But before français joined the party, there were no accents or special
characters at all (portugues instead of português).
español/espanol comes in two flavours, but French can only be used when you
are able to type a "ç".
catalan is even more inconsistent in so far as it's an English term, it
should be català instead (or catala if we don't use accents).
Arabic is a case of its own and should be kept as it is for obvious reasons.
;)

Proposal

How about consistently introducing languages in their proper spelling (but
keeping the old names as an alternative?
Deviation from the current names, this would be:

*català* as main language name (replacing catalan)
*português* as main language name (replacing portugues)

The old names may be kept for downward compatibility (or for users with
difficulties inserting the non-standard characters).
Another option would be to completely junk the plain character names and
create a convert-ly rule.

What do you think?

Best,
Torsten

PS: Frescobaldi does currently not provide français MusicXML import in the
drop down box, probably for difficulties with the non-ASCII character, at
least in my Windows 10 environment it crashes when adding français to the
list.
