Not for me. See my attached screenshot.
I did notice in tiny letters at the very bottom of the page there's a
link that says "Email new merge request to this project".   I guess
that's what I need to use.



OK, I misremembered how this works: "New merge request" works to
create an MR from a branch on the main repository. It's probably
disabled for you because you don't have commit access. However,
if you go to the "Merge requests" page of your fork, you should
find such a button.

In any case, when you push a new branch on your fork, the terminal
displays a link to create a merge request from it. This is very
convenient, personally I always create merge requests like this.

You definitely don't need to use email to create a merge request.
