Having trouble reading a piece of music (a poor-quality scan); not enough 8th notes

Hi;

  I'm trying to engrave from a poor-quality scan of "O Holy Night".

  I'm ignoring the lyrics right now, using those notes for a trumpet,
temporarily.

  The problem is in the left hand Piano notes at bar #27, 28 and 29.

  There's not enough 8th notes for 4/4 time in these bars.

  What am I missing?

  I have attached the original pdf. (I did add the bar numbers in red).
