This is because openLilyLib was refactored into separate repositories 
for different tools. The 'snippets' repository was basically deprecated. 
The latest edition-engraver is at

https://github.com/openlilylib/edition-engraver

and you will need oll-core to run it:

https://github.com/openlilylib/oll-core
