Yes.  For a database file ('.ld') Lout needs to build an index file
('.li', the '.lix' is a working copy that is renamed to '.li' at the
end of the run).

For standard databases this is done during init run and when Lout is
installed the indices are installed as well.

One option when installing teq is to add appropriate @SysDatabase line
to include/init and make an init run as root.  This will build an
index file for mere mortals to use.

No, unless you change the database file.  This also holds for any
system database.
