  i'm going to check something first -- it's possible that the folks
who set this up originally allowed downloading from the GPP, then
locked down the corporate firewall to make sure that the setup of LTIB
never changed after that, even to allow downloading new packages.

  the %gpp_url value is correct, everything else looks sane.  i'm
going to guess at a firewall/proxy issue, and i'll report back later
once i find out.
