i'm just working off of the tcpdump changelog here:
http://www.tcpdump.org/tcpdump-changes.txt
there seems be sufficient improvement between 3.8.3 and 3.9.8 to add
a spec file for 3.9.8 since it requires no extra effort. 4.0.0, well,
that's a different story. given time, i'll take a look at that later.
