Sure, and (in principle at least) one can do that regardless of how a
system is designed.
However, I think it makes some sense to consider more direct ways of
solving the problem, even if it's decided that the right way to solve
it is never to have individual files like that, but always to keep an
MT directory with them.

What about a middle term solution, like having a "release" (probably
another name) command, that would do the same as a checkout but with
keyword substitution and no MT/ directory creation?

This could help this cases and maintain keyword's out of the monotone
repository. Also, lua hooks could take a larger role here.

Just my 2 (euro) cents...
