+1. I think lua is a good place to put policy (sort of a vague heuristic).

I think yet another option is not a good idea. You want to avoid option explosion for usability and backwards compatibility, especially for boundary cases.

Should it be possible to commit with an empty changelog, if someone
really wants to?  Like, if they actually pass '-m ""' on the command
line or whatever.

One part of me says "of course everyone should be made to do commit
messages", and then another part says "dude, if someone want sto go
out and say 'commit -m ""', all you're going to do is annoy them and
get them to say 'commit -m "foo"', like _that_ helps...".

Robert Collins suggests adding yet another option, like --empty-log.
