No. Historically, it did, but this feature was removed for the
reasons discussed in this thread. It comes up because that's our
relevant experience in this area...

I _think_ you're much better off just coming up with some policy for
interpreting the contents of these certs as applying to only some
subtree. Monotone will not store a cert that it doesn't have a
corresponding revision for, and it just seems like an over-complex way
to go about things...
