While Richard may or may not respond to the particular offer here, I
think the general consensus is that no-one currently on the monotone
team is particularly interested in adding IC support to monotone.
However, you should certainly feel free to fork monotone to add your
own support (which the system is designed to make as painless as
possible), or to submit patches --- however, for patches to be
accepted you would have to demonstrate some kind of user demand, which
I haven't seen so far.

As a side note, you may wish to consider using a less controversial
backing standard than cannabis seeds, at least until your
already-controversial goals are more widely accepted.
