This sounds like an out-of-memory error.  Can you confirm this?
(I.e., is the monotone process using all available memory when this
happens?)

We would certainly be happy to accept patches to reduce cvs_import's
memory usage.

The only other possibility that occurs is that it's doing
super-deeply-nested recursion (though that would generally result in a
segfault).  It's possible cvs_import still has deeply nested recursion
in it; if so, we'd also be happy to accept patches for that.
