We don't have any formal processes for any of this ATM.  However, one
of the things motivating us to get off our butts and try doing one of
these sprint things is that between the GSoC mentor payments from last
year and this year, we know have 2500-3000 USD of "project money".
(Actually $3500, but because we don't have any corporate structure or
anything, I just took it as a direct payment to myself, and as such
income taxes got skimmed off the top.)

One of the reasons for trying to get together some more detailed
provisional plans now, though, was that it would give us something we
could usefully take to entities that have money (e.g., businesses
using monotone), and see if they were interested in helping fund such
an event.

It does occur to me that I have no clue what the tax implications of
them saying "yes" would be.  If we make a habit of this, we should
figure out how to become a member of SPI (like PostgreSQL is) or the
Software Freedom Conservancy (newer, still doesn't have non-profit
status), to make such things simpler... I'm not sure that is possible
in the time frame we're talking about now, though.
