I agree in principle.

Unfortunately, the hooks, I believe cannot be set on a per database
basis (correct me if I am wrong), so I don't think the hook should be
looking at values stored in a database variable. It could be
confusing. Possibly reading from a list form a text file somewhere
would be better.

I haven't really thought about this too much yet (I am not wide awake
at the moment), but just my initial thoughts.
