I talked to the PCRE upstream devs and they don't plan to add major
new syntax in the near future, which is the big thing I was worried
about, so I've relaxed this constraint (and the Debian package
dependencies).  Versions newer than or equal to the bundled one are
now acceptable.

Note to Richard: I believe I've fixed log_quits_on_SIGPIPE; the patch
in .debian-diff should not be necessary anymore.
