FWIW, it is possible to cross-compile win32 stuff using the openSUSE
build-service.
I don't have any experience personally, nor do I know how tricky it
would be to cross-compile monotone, but Fridrich Strba
(http://fridrich.blogspot.com/) has been setting up lots of mingw
cross-compile recipes.
