We have a big wiki entry that talks in great about all the problems and
while it was updated for 0.32 the last time it is still up-to-date
(simply because we haven't done anything in this regard):

  http://wiki.monotone.ca/FileSystemIssues/

I don't really agree with a BUGS file, mainly because every open bug in
the tracker would have to be added there as well, so I'd rather point
the user there (and create a new task for the above issue and link the
wiki page to it).

  Crashs:
        https://code.monotone.ca/p/monotone/issues/label/305/open/
  Defects:
        https://code.monotone.ca/p/monotone/issues/label/297/open/
  Incorrect behaviours:
        https://code.monotone.ca/p/monotone/issues/label/306/open/
Other (some can probably be re-tagged from there):
        https://code.monotone.ca/p/monotone/issues/label/303/open/

Many entries there are long-existing problems like the one above that
deserve equal attention.

Thomas.
