Thanks. Turns out that xfce4-terminal will start with my system's
locale (nl_NL.UTF-8) no matter in what environment it is started.
Luckily, xterm respects the environment and shows each UTF-8 byte
as a single character when started with LC_ALL=nl_NL.iso88591, as
expected.
