It does not break anything.  No one is forced to use the modifier "bold",
and none of the existing syntaxes uses it.

And it does not cause any new accessibility issues: on a dark background,
standard red and blue are too dark for comfort too, also without "bold",
just like brightyellow and brightcyan are too light for comfort on a light
background.  The readability issues with the existing syntaxes that use
these bright colors won't go away, but adding the possibility to bold the
standard colors without making them bright adds something nice for people
with a light terminal background.
