Follow-up Comment #4, bug #34573 (project octave):

funding from various sources"...
Don't tell me it's only to serve the *nix community.
Besides, if you want that each windows user will start compiling octave for
himself, then please be so nice and provide some clear and complete
instructions that would be understandable not only to programmers, but to
"laymen". Including were to place everything, how to compile the dependencies
and how to make octave know where to look for them and so on. A terrific

While it also takes time and effort, if done right - it's a one-time effort.
You'll only need to update the list of dependencies for each release (if there
are changes).
That would be much closer to the view "don't give the starving a fish - teach
him fishing"...
