Follow-up Comment #5:
The quotation you show was correct at one time, but there is currently no
direct funding for Octave's development. It seems everyone wants something
but is not interested in volunteering to do the work, or to pay for someone
else's time. So I'm closing this report since it is not a bug, or really a
feature of Octave. It seems to me you are asking for free support.
