Follow-up Comment #16, bug #32120 (project octave):

Sorry for spamming y'all, but the rabbit hole is getting deeper. Just to make
sure there isn't a subtle difference in compilation causing the problem, I
linked my last source code below to the *exact object file* created for
xzdotu.f by the Octave build script---and everything works fine.

So for whatever reason, linking my test code below to Octave's xzdotu.o and
-framework vecLib works just fine. But xzdotu.o and -framework vecLib *in
Octave* does not work.

I think the best thing to do here is not question why, and just find a
workaround, perhaps by calling vecLib's own cblas_* code.
