Follow-up Comment #20, bug #32120 (project octave):

Without any of the proposed changes, is USE_BLASWRAP defined in config.h? 
Does FFLAGS include -ff2c?

On OS X, I think the intent is to have USE_BLASWRAP defined and not add -ff2c
to FFLAGS, but I'm guessing that the ordering of the configure tests is wrong
and we are getting just the opposite, with -ff2c in FFLAGS and USE_BLASWRAP
not defined.
