It may be safer to check specifically for pdflatex, but
I am not aware of any TeX distributution that provides
pdftex but not pdflatex, or, in any case, any TeX
distribution at all that lacks pdflatex.

It is true that this will not work if fltk, due to lack
of OSMesa, is not present. But, this means that the only
graphics_toolkit would be gnuplot. So, if necessary both
could be implemented, i.e. leave the gnuplot version of
figure 15-7 in used conditionally on gnuplot. This may
be reasonable, and quite simple. As you will see, only
the one figure was modified for fltk. All the others work
for both without change.
