Sorry my description might be poor.

I am using linux version (including Cygwin) on Windows.

X server application is working on windows 10.
1. VcXsrv
2. Cygwin-X

Octave 4.4.1 is working on  

1. Cygwin x64 on the same windows 10 PC
2. Ubuntu 18.04 on Windows Subsystem for Linux (WSL) on the same windows 10PC
3. remote Ubuntu 16.04.5 connected with "ssh -XC" (X11 Forwarding)
