xmlread was (temporarily) removed from the io package. See the release notes:
https://octave.sourceforge.io/io/NEWS.html

Re-titling for the issue in the mapping package and CC'ing the package
maintainer.

In the meantime, could you provide an example of what you were trying, what
result you expected and what you got instead? Otherwise, I doubt anyone will
be able to help.
