Follow-up Comment #1, bug #58082 (project octave): Are you sure that you used the .exe installer, and not the portable .zip distribution? As I understand it, the .exe installer is supposed to run a script during the install to rewrite that file. If it didn't run that step, then there may be a bug in the installer.
