Follow-up Comment #8, bug #58082 (project octave):

No I have not installed or compiled any octave-6 or later versions.

Running the post-install.bat from the cmd prompt it does run to completion,
creating a working octave_packages, at the end of the script. However the
script had to wait quite long here:

gpg: depth: 2  valid:   3  signed:   0  trust: 3-, 0q, 0n, 0m, 0f, 0u
gpg: refreshing 8 keys from hkps://hkps.pool.sks-keyservers.net


Eventually it did succeed in retrieving these keys, maybe that is what
triggered the time out.
