Follow-up Comment #15, bug #58144 (project octave):

I don't know if there are other drawbacks but, with 16x16 icons, clipping at
24 instead of 32 make things better looking.
In the attached image, first row is Octave 5.2, then the other rows are
clipping at 32, clipping at 24 and Matlab. Left is a default figure and right
is a tailored figure with 16x16 icons.
