Follow-up Comment #15, bug #59203 (project octave):
@Philip: I cannot emphasize enough how wrong the current implementation is wrt
character encoding. This isn't a question of preference. It's just wrong.
Please, delete those functions.
I'll provide alternative implementations when I come around to it.
