Follow-up Comment #34, bug #59206 (project octave):

Yes, I'm using a fresh mxe-octave build that has GCC 9.3.0.

Markus:  Try this version:

https://jweaton.org/libopenblas.dll-0.3.12.gz

If that works, then I'll conclude that we are hitting some problem with
OpenBLAS 0.3.10 that is fixed in 0.3.12 and that we should just update to
0.3.12 with your patch for the OpenBLAS build rules in mxe-octave.  If it
still doesn't work for you, then I'll have to try to find out what it is about
my build system that is causing the trouble.
