[Octave-bug-tracker] [bug #59719] dec2bin issues an error for non-integer inputs while Matlab does not

Follow-up Comment #4, bug #59719 (project octave):

If you want to modify the help text to mention the various options for
pre-treating the input when it is not an integer that sounds useful.

The error message needs to be changed on the development branch because
support for negative integers has already been implemented.  The error would
now be something like "input must be real integers".
