Details:

Since upgrading to 6.1.0 on Windows 10 64-bit, Gnuplot functionality uas
generally improved.  However the ruler feature no longer works properly.

To reproduce, set graphics toolkit to gnuplot, plot something, click in the
gnuplot window and press the "r" key.  The status text at the bottom of the
screen shows the ruler is present, but it is not displayed.
